Four children and a young lady with cardiovascular problems will on Monday leave for Tel Aviv (Israel), on an indication of the Angolan First Lady, Ana Paula dos Santos, so as to receive treatment at specialised hospitals.
ANGOP learnt this Saturday, in Luanda, from a press release that these are patients aged between nine months and five years, as well as an 18-year old young lady, who will be accompanied by their respective families.
"Patients of the Paediatrics Hospital of Luanda, the beneficiaries will stay in the Israeli capital for almost two months, where they shall receive medical treatment at Schneider hospital", reads the note.
The document from the Israeli "LR" group informs that prior to embarking at Luanda’s "4 de Fevereiro" International Airport, which will count on the presence of the First Lady, Ana Paula dos Santos, and of the ambassador of Israel to Angola Angola, Shemi Tzur, the sick will be able to speak to the press.
The trip to Israel by Angolan children with cardiovascular problems results from contacts made during the visit paid, in 2006, by the Head of State of Angola, José Eduardo dos Santos, to that Middle East country.
"LR" group operates in Angola in the fields of agriculture, education, telecommunications and security.
Portuguese Navy School Ship Moors in Luanda

A navy school ship from Portugal named "Sagres" moored at Luanda Naval Base, as part of a sailing instruction trip to some countries.
The ship has on board 210 cadets of various nationalities, students at Portugal Naval Base school that includes two Angolans from the country’s Navy.
The ship commander will have a courtesy meeting with Defence minister Kundi Paihama, Angolan Armed Forces (FAA) staff chief, general Francisco Furtado, as well as with Angolan Navy chief, Admiral Augusto da Silva Cunha.
A press conference is scheduled for Monday with the ship’s commander.
The ship leaves Luanda on Thursday (24) heading for Lobito Sea Port, in the centre-west Benguela Province.
Country Wins Borislav Stankovic Cup

Angola’s national senior males team of basketball conquered this Sunday the 2008 edition of the inter-continental Borislav Stankovic Cup, by beating Serbia by 68-60, in the third and last match of the competition happening in China.
The four-team tournament is to end only Monday with the match between China (Asian champions) and Russia (European champions), but the African champions win the tournament in anticipation with six points, resulting from the three victories against Russia (89-70) and China (72-71).
The Angolan squad were winning in the first half by 36-26, in a match that the shooting guard Olímpio Cipriano was the best scorer with 20 points.
This is the first time that Angola win this trophy, improving the fifth and fourth positions achieved in the first and third editions of the competition in 2005 and 2007, however in these years six teams have participated in the tournament.
The African champions did not participate in the second edition of the competition in 2006.
Opposition FNLA Party Presents Parliamentary Candidates

About 330 parliamentary candidates of the opposition party dubbed National Front for the Liberation of Angola (FNLA), were this Saturday presented during an assembly of militants, in Cacuaco district, in the country’s capital (Luanda).
The ceremony was presided over by the president of FNLA, Ngola Kabangu, who explained that the number of the future MPs is sub-divided into 175 of the national circle and the rest within provinces between permanent and substitutes.
During his speech, the politician urged the population under the illegal possession of firearms to hand them over to the competent authorities. "Weapons should be owned by officers of the public order and of the national army", he justified.
On the other hand, he warned militants of his part not to use churches as places for political meetings, but for prayers to God.
HIV/Aids Activists Urged to Be More Active

The institutions and activists involved in the fight of HIV/Aids need to intensify and improve the aid they extend to people living with the HIV virus.
This was said Thursday in Luanda by the coordinator of the National Network of Peoples Living with Hiv/Aids (RNP+Angola), António Leitão.
At the end of the meeting, António Leitão spoke of the need for an action of a major quality and depth, not only on the part of the Government, but of the whole civil society in the assistance to the HIV positive.
According to him, the meeting has also served to reinforce and consolidate the RNP-Angola at central and national levels concerning its structure and financial management.
He said it has also served to bring RNP-Angola closer to the Government and partners in the fight of the pandemics, aiming at promoting, expanding and strengthening the network.
The meeting that was attended by member of the national networks and people living with HIV from Brazil, Mozambique and from RNP-Angola’s 18 focal points, has also served to evaluate the mechanisms for the creation of an environment for assistance to the HIV positive.
Government Formalises National Administration School

Angolan Government has formalised the National School of Administration and Public Enterprise (ENAD), through the publication in the State gazette of the decree 37/08, that legalises it.
The decree that is printed in the Series I, nbr 104 of the State Gazette that reached Angop Saturday, also approves the organic statute of the school.
ENAD has as its task to run training and specialisation programmes, carry out studies and research in administration, management and economics.
It is also tasked with carrying out consultancy in public and private management, publicising good management practices and researching and elaborating studies in the field of public policies for development.
The formalisation of ENAD revokes the National Institute of Public Administration whose property is absorbed by the former.
Firms Recommended to Settle Disputes Through Arbitration

Angolan Justice minister, Manuel Aragão, Friday in Luanda, recommended the companies to settle their disputes through arbitration.
Opening the seminar on "Mediation and arbitration in the Angolan reality, its importance in settling disputes and integration in contracts", the minister also spoke of the need for a culture of settlement of conflicts through arbitration.
Manuel Aragão recalled that arbitration is a peaceful, differentiated and specific means for each concrete case, always recommendable in the business world.
"Angola already has this speedy, economic and, above all, discrete way of conflict resolution, taking into account the fact that the Angolan economy and its companies are in permanent growth," he said.
According to him, the ongoing seminar is a public-private partnership that symbolises the enlargement of the access to justice of citizens and companies.
He explained as well that the Government is thus making an enormous contribute to reduce the crisis the courts are still faced with, as a result of the growing conflict trends.
He said the intention is to promote a private solution to conflicts which, he added, is an exercise translated into returning to the parties and businesses a speedy option to settle disputes.
He informed that the Justice Ministry, through one of its concerned departments is since 2003 engaged in arbitration, following the approval of the Law on Volunteer Arbitration.
In his turn, university lecturer, José Lopes Semedo, one of the addressers to the event, said the seminar served for a discussion of the problematic and analysis, awareness, promotion and development of the so-called alternative methods for conflict resolution, with stress to mediation and arbitration.
He also spoke of the need for the society to participate in the debates towards the effective implementation of arbitration.
The option of companies for arbitration, according to the specialist, is owed to the slowness of the world’s public courts in settling conflicts, coupled with excessive formalism and distortion between the civil procedures and individual needs.
The seminar that also received contributes from the Brazilian lawyer, Adolfo Braga Neto, closed Friday and had the participation of judicial officials, jurists, lawyers and businesses.
State’s Role in Business Initiative Vital - Premier’s Aide

The role of the State in the promotion of business initiatives, through training of business people and incentives to the creation of riches for the collective welfare is crucial.
This was said Friday in central Benguela province by Angolan prime minister’s assistant minister, Aguinaldo Jaime.
The official was speaking at a talk on "Challenges of the Angolan Economy", sponsored by the ruling MPLA party’s banking speciality committee.
He stated that the State has an active role to play in the economy as, he added, it must stimulate entrepreneurship, thus facilitating the process of constitution of companies and bringing down costs.
According to him, the State’s institutional role is to mainly promote the political stability, without which it is not possible to create an environment of trust for the operators to invest in the economy.
He further stated that another function of the State is to promote the economic stability, adding that in an environment of instability prices tend to be volatile, with exchange rates altering everyday, driving the economic operators out of their wits and into distrust.
As he underlined, there is need for stimuli to human potential which is very relevant for the economy to resist. "Without professional upgrading courses and qualified, healthy, schooled and apt manpower to absorb knowledge, there will be no development," he stated.
He reiterated that this is a State’s task, through the implementation of a policy of education for everyone, especially the basic one, that is an indispensable duty to any nation, for a propitious environment for the creation of riches.
The prime minister’s assistant minister also spoke out of the need for synergies with the private sector, in the creation of basic infrastructures required for development, such as roads, telecommunication systems, integrated networks of power and water supply.
To Aguinaldo Jaime, there should be a complementariness between the private sector, so business people can implement feasible rich generating projects.
For this reason, he added, the Angolan State has been promoting both consumption to alleviate the so-called economic cycles and regulating the economic activity towards the common welfare.
The State has the authority to coordinate mainly structuring projects which is a task it should never overlook, or risks to fall short of a sustainable economic development, based on a steady growth, translated in low unemployment rates and increment of economic growth.
The talk was attended by members of the local government, politicians, church officials and other guests.
Publicising of Alternative Methods of Conflict Resolution Recommended

Brazilian legal proceedings specialist, Ada Pellegrini Grinover, Friday in Luanda, appealed to Angola’s judicial authorities to widely publicise the advantages of the alternative methods of conflict resolution, as a way to help relived the pressure on the courts.
According to the Brazilian specialist, the use of alternative methods of conflict resolution, the resort to conciliation, mediation and arbitration, in addition to relieving the organs of justice, have the advantage of speed, trust and social peace.
To her, conciliatory justice has as its functional basis to meet the crisis in the judicial sector as, she added, the more the citizens become aware of their rights and the legislation facilitate their access, the more the courts will be busy and delay in ruling on cases, even the simplest ones.
According to the specialist, arbitration is an advantageous alternative in the resolution of business disputes as, besides being speedy, the parties have the possibility of seeing the process to be carried out in secrecy, without affecting their credibility in the market.
As she added, the good functioning of the arbitration system constitutes as well a factor of attraction of investments into the country.
Closing the seminar on civil and penal proceedings, the director of the National Institute of Judiciary Studies (INEJ), Norberto Capessa, said the Brazilian experience will help with a reflection on the state of justice in Angola.

The population of Kalifongo, Kassumbi commune, Andulo district, about 170 kilometres to the north of Kuito city (south Bié province) on Thursday benefitted from a health centre.
The sanitary institution has consultation and treatments wards, pharmacy, two hospitalisation rooms and is completely equipped with furniture and with high-tech means.
The undertaking was under the aegis of "LK" Construction Company, with a 60-day deadline and budget estimated at USD 35,000, and is part of the municipal decentralisation programme. About 5,000 residents of the region and outskirts will benefit from the health centre that has five nurses.
